Bill Bott

Bill Bott joined the Change & Innovation Agency after 20 years of service in federal and state government. Bill is nationally recognized for his innovative planning, measurement and performance methods.

As the Deputy Chief Information Officer for the State of Missouri, Bill designed the merger of more than a thousand employees from fourteen agencies into a single division. This consolidation accomplished new levels of productivity, performance, and cost savings while maintaining or improving customer service and providing clear performance measures. He helped establish Missouri as a nationally known leader in public sector technology while netting a 10% reduction in technology spending.

In addition to his technology work, Bill has led numerous government teams that:

  • reduced State procurement processing time by 97%
  • reduced outsourcing contracts by over $6 million
  • saved an estimated $50 million through improved prison population management, and
  • slashed $1.2 million in annual warehousing costs for the St. Louis School District.

Proving Bill’s passion for combining the best strategies from corporate and government is his joint recognition in 2007 as one of Governing Magazine's Public Officials of the Year and the American Business Award's IT Executive of the Year.

Bill lives and works in Jefferson City, Missouri with his wife, Jana. While he is constantly amazed she has put up with him, together they have two incredible kids – Jonathan and Jaelie. An Air Force brat, Bill has visited all fifty of our great states and has lived in about a dozen of them. Bill is an Alumnus of the American Council on Germany's Young Leaders Program, a frequent contributor to Governing Technology and Public CIO magazines, and plays in a band to pretend he's still in college.
